A BILL making a supplementary appropriation of public money out
of the treasury from the state fund, general revenue, from
the balance of all general revenues remaining unappropriated
for the fiscal year ending the thirtieth day of June, one
thousand nine hundred ninety-seven, to the division of human
services, account no. fund 8722, fiscal year 1997,
organization 0511, supplementing chapter eight, acts of the
Legislature, regular session, one thousand nine hundred
ninety-six, known as the "Budget Bill".
Be it enacted by the Legislature of West Virginia:
That account no. fund 8722, fiscal year 1997, organization
0511, chapter eight, acts of the Legislature, regular session,
one thousand nine hundred ninety-six, known as the budget bill, be supplemented and amended by adding to such account, the
following new line item;

Hospital with alcohol and substance abuse center, psychological
and psychiatric unit, rehabilitation unit, assisted care patient
unit and E. C. Moore wellness center ................$10,000,000
Any unexpended balance is hereby reappropriated for
expenditure during the fiscal year one thousand nine hundred
ninety-six - ninety-seven.
The purpose of this supplementary appropriation bill is to
supplement the budget act for fiscal year one thousand nine
hundred ninety-six - ninety-seven, by providing for a new item of
appropriation for land acquisition and construction of Welch
Emergency Hospital with alcohol and substance abuse center,
psychological and psychiatric unit, rehabilitation unit, assisted care patient unit and E. C. Moore wellness center.
